Resolves YES if: A US government agency (CISA, FBI, NSA), major telco, or Tier-1 threat intelligence firm (Mandiant, CrowdStrike, Microsoft) publicly attributes a new intrusion into US telecom infrastructure to Salt Typhoon before 2026-10-01. The intrusion must be distinct from the 2024 campaign.
